Official State Biography of Charles Lorenson

Charles O. Lorensen was appointed Cabinet Secretary on January 24, 2011, by Governor Earl Ray Tomblin.

As Secretary of the Department of Revenue, he oversees the following agencies: Alcohol Beverage Control Administration, Athletic Commission, Division of Banking, State Budget Office, Offices of the Insurance Commissioner, Municipal Bond Commission, Office of Tax Appeals, Racing Commission, and the State Tax Division.

In his capacity as Cabinet Secretary of Revenue, he is also the State Budget Director, the Governor’s designee for the Investment Management Board and the Board of Treasury Investments, and chairs the Retail Liquor Licensing Board.

From 1992 to 2011, Secretary Lorensen was a member of George & Lorensen P.L.L.C in Charleston, WV. As a prominent tax attorney, Lorensen has served as sole or lead counsel in dozens of contested federal, State and local tax matters concerning a wide range of tax disputes. Prior to his work in the private sector, Lorensen worked as a staff attorney for the West Virginia State Senate and later served as the first Cabinet Secretary and State Tax Commissioner of the Department of Tax and Revenue (now Revenue) from 1989-1990.

As a West Virginia native, Lorensen earned both his bachelor’s degree in Industrial Engineering and Doctor of Jurisprudence from West Virginia University, before earning an L.L.M (Taxation) from the New York University School of Law.

Lorensen and his wife, Pamela, live in Charleston and have two children.
