Official State Biography of Paul Mattox
Paul Mattox, appointed Commissioner of Highways in January 2005, and Secretary of Transportation in January 2006. He began his career at the Division of Highways as a co-op student in 1979 and worked with the Division of Highways until the fall of 1987.
Since leaving DOH, he has worked with Woolpert, LLP, E. L. Robinson Engineering Company and RPM Engineers, PLLC. He also has served as president of the West Virginia Section of the American Society of Civil Engineers. He has extensive experience in designing and managing public works projects for highways, bridges, water and wastewater systems, and site development.
He holds a Bachelor’s of Science in Civil Engineering from West Virginia University Institute of Technology and a Master’s of Science in Engineering from Marshall University. Mattox is also a graduate of Leadership West Virginia.
He is a registered professional engineer in West Virginia, Ohio, Virginia, Kentucky, Florida and Alabama, and is also a registered professional land surveyor in West Virginia.
He is the appointed Chairman of the American Association of State Highway Transportation Officials’ (AASHTO) Standing Committee on Aviation. He sits on the AASHTO Board of Directors, serves as Co-Chair of the AASHTO/Federal Highway Administration/American Council of Engineering Companies Committee and serves the Climate Change and Strategic Planning committees.
